On 16 September, Chief Executive John Lee Ka-chiu published the Hong Kong First Five-Year Plan (2026–2030), aligning with the national 15th Five-Year Plan and covering six major areas including economic breakthroughs, accelerated Northern Metropolis development, and livelihood improvements.
Key points include: strengthening the offshore RMB mechanism; promoting the integration of AI with industries through “AI+”; enhancing transport and information connectivity within the Greater Bay Area; and continuing to advance the “Mainland Enterprises Going Global Task Force,” among others.
